In a bold move to protect international students, Harvard University and the University of Toronto have launched a joint contingency plan in response to tightening U.S. visa restrictions under the Trump administration.
The agreement allows eligible Harvard Kennedy School students – especially those unable to re-enter the U.S. – to continue their studies at Toronto’s Munk School of Global Affairs and Public Policy.
Students will receive instruction from both Harvard and Toronto faculty, ensuring academic continuity despite political uncertainty.
This cross-border partnership is the first of its kind and reflects growing concern over America’s shifting immigration policies.
While the program will only activate if demand is high, it offers a vital safety net for students caught in the visa crossfire.
The contingency plan is specifically designed for returning international students who are already enrolled at the Harvard Kennedy School and may face U.S. visa restrictions.
It does not currently apply to incoming or newly admitted students, who remain subject to the same challenges.
Still, if the situation worsens, the universities may revisit or expand the program.
